Ocean Shipping Reform Act Heads to Full Senate


The Ocean Shipping Reform Act has now moved out of the Senate’s Commerce, Science, and Transportation committee after its House companion bill passed that chamber 364-40 in Dec. Sponsors said the bill will “level the playing field for American exporters by making it harder for ocean carriers to unreasonably refuse goods ready to export at ports” and give the Federal Maritime Commission greater regulation authority over harmful practices by carriers. Sponsors of both companion bills cited constituent and lobbyist complaints of deadheaded containers returning to the APAC region with no U.S. exports during the pandemic.
