The state tax break package was withdrawn after Nike cancelled the release of a Betsy Ross flag shoe before the Fourth of July, but a week later the Eager Beavertons said they would build the Goodyear plant to make Air soles there anyway and Governor Doug Ducey welcomed them to the state.
