The bill, H.R. 3990 introduced by Utah Congressman Rob Bishop, would drastically limit the President’s power to designate new national monuments using The Antiquities Act, adding size limits and additional steps to the approval process. The new bill refocuses the creation of monuments on “objects of antiquity,” rather than the much broader “historic landmarks, historic and prehistoric structures, and other objects of historic or scientific interest” prior criteria.
