The USTR has only granted about 3% of exclusions on List 3 tariffs requested by importers, down from about a 35% success rate on the first two tranches to tariffs on Chinese imports, according to the Wall Street Journal. Just 396 List 3 exclusions have been granted, while 12,206 requests have been denied.
